That's the thickness you want. I've actually used the 3/16" ID rubber but I have to be very careful to limit how far I stretch the rubber. You can fold the wing if you put too much pull on the Bug. You might be able to look at a medical supply house for latex surgical tubing. Key rings work for the rings and kite string. The size depends on how large the field is, where you fly.
